Open Question: How is diabetes mellitus a risk factor for developing atheroma?

I can understand that a serious control of blood sugar levels may lead to destruction of the vessel wall, thereby making them more susceptible to atherosclerosis, but only have 1 and 2 risk factors, atherosclerosis, when blood glucose levels close to full control of it?
